For a straightforward solar PV quote, no — most installers don't charge, and many among Irish solar owners would see a fee for a basic quote as a red flag, since quoting is just part of running the business and winning work. If a company wants money simply to come out and price up panels, plenty of reputable installers will do it for free, so you can comfortably shop around.
Where a charge is more understandable is when the quote involves a heat pump or a deeper retrofit. To quote and qualify for grants on a heat pump, the installer usually needs a proper BER assessment and an evaluation of the home's energy performance, which is real assessment work. Fees quoted in the region of a few hundred euro for that kind of detailed survey aren't unusual, and the cost sometimes gets credited against the job if you proceed. That's different from charging for a simple panel quote.
The practical filter: a fee for a basic PV quote — be sceptical and get free quotes elsewhere. A fee for a heat-pump or retrofit assessment that includes a BER and a real energy analysis — more reasonable, but ask whether it's refundable against the work and what exactly you get for it. And remember that for the SEAI grant you'll need a BER done anyway, so factor that cost in regardless of who does it.
